Who gets priority first, and can I keep priority?
Several community members give the same answer in the forum threads; the rulebook only describes priority in general terms.

The active player gets priority first at the start of each step, and the other player can only respond after they pass. After casting a spell or activating an ability you receive priority again and may add more before the other player acts.
