Can I play a Leader the same turn I meet its requirements?
The rulebook text covers this.

Yes. You can play a Leader whenever you meet its requirements during your Actions Phase, before or after placing your Family Member, so a requirement you reach this turn counts once that action has resolved. You may play more than one Leader per turn.
