Can I place a Family Member on a tower if I cannot afford or take the card?

No. You must be able to take the card (pay its cost and meet any Military requirement) to place on that floor, so you cannot place just to block others or to grab the floor bonus. The designer ruled this even though a literal reading of the rulebook seems to allow it on non-purple towers.
