If a card gives a free Harvest or Production, does the -3 penalty apply or does my personal bonus fire?
The designer said no -3 applies; the personal-bonus part is a player reading.

A card-granted action is not a Family Member placement, so there is no -3 penalty and it works even if the space is blocked or you already used it (designer). Players generally read a card that triggers a whole Harvest or Production as also giving the personal bonus tile, and one that activates only specific cards as not giving it.
