When I use The Zoarstar or Bribe Agent on an opponent's building, does its owner get the owner benefit?
The designer ruled the owner does get the benefit, and Bribe Agent works the same way.

Yes. The owner is paid exactly as if you had assigned an agent there, and you pay any cost the building has. Both cards use the same wording.
