Can I complete one of the four face-up Cliffwatch Inn quests without taking it first?

No. You can only complete quests you already hold. The exceptions are Heroes' Garden and certain Skullport plot quests that let you complete a face-up Inn quest. You may complete a quest straight away after taking it if you have the resources.
