Can I complete two quests on the turn I use Heroes' Garden?
The designer ruled on this in 2012 and Appendix 4 adds the Mandatory Quest restriction.

Yes. The quest you draw there may be completed immediately as an extra quest while assigning the agent, and it must be the first one you complete that turn. You can still complete another quest afterward. If you save it for later, you get no extra 4 VP and are back to one quest per turn. You cannot complete the Garden quest while you hold an uncompleted Mandatory Quest.
