When do I get my extra agent, and do I keep it?
Stated in the rulebook's round-start rules.

At the start of round 5 each player adds the extra agent piece of their color to their pool, and keeps it for the rest of the game. Other bonus agents (the Lieutenant, the Ambassador) are special cases from specific quests or buildings.
