If the Ambassador is placed on a building, does the owner get the owner benefit?
Appendix 4 says the Ambassador counts as an opponent's agent but gives no owner benefit on your own building; a designer confirms non-owners pay it.

Yes if someone else owns it, since a non-owner assigned. You get no benefit for placing the Ambassador on a building you own.
