Which cards count toward threat during quest resolution?
The rulebook says quest resolution compares willpower to the threat of the staging area and that an active location no longer contributes threat.
Only cards in the staging area. Enemies engaged with a player have left the staging area, and the active location sits beside the quest, so neither adds its threat. A location you have traveled to stops counting; one still in staging does.
