Do enemies in the staging area attack in the combat phase?
The rulebook says engaged enemies attack in the combat phase and engagement is a separate phase.

No. Only engaged enemies attack. An enemy in the staging area never attacks unless a card says so, and the framework attack step can't target staging-area enemies (Dunhere's ability is the exception).
