Yes if the setup text says to reveal the card; no if it only says to put it into play or attach it. Per FAQ 1.19, When Revealed effects resolve if the cards are revealed during setup, and responses can trigger there too (Eleanor can cancel a setup treachery). The To The River treachery cards revealed during setup do resolve.
