What does being Sacked (Foul Sack) stop a character from doing?

It stops the sacked character's own triggered abilities and its readying, but the character still produces resources, those resources can still be spent, passive abilities still apply, and it still counts for a quest it has already committed to. If no one has attachments, any character can receive the Sack.
