A Ranged character can attack an enemy engaged with another player, either when its controller declares attacks or by joining an attack another player declares. It cannot attack enemies in the staging area, and you do not need Ranged to attack enemies engaged with you. The attacker still exhausts. It only matters in multiplayer.
