Can I take actions between other players' ally and attachment plays in the planning phase?
The rulebook says only the planning phase allows allies and attachments to be played, and the turn sequence chart marks action windows.

Yes. There are player action windows in the planning phase, so you can use actions and events at any time there. Ally and attachment cards can only be played from hand on your own turn in player order, and not after you pass.
