Can I engage an enemy whose engagement cost is higher than my threat?
The rulebook says the engagement cost has no bearing on optional engagement.

Yes — in the player engagement step each player may optionally engage one enemy from the staging area, and its engagement cost is ignored. Each player gets one such engagement per round; separate players can pick different enemies. Enemies you did not choose engage you later only if their cost is at or below your threat.
