The rulebook says you pay by spending resources from a hero's pool; most posters read the ally text the same way.

Generally no. Costs are paid from a hero's resource pool, and resources on allies can only be spent as the ally's own text allows. Neutral cards need no resource match but must still be paid from a hero's pool.
