Can Meneldor's Flight return an Eagle from the discard pile, and is its damage removed?
The rulebook says card effects only reach out-of-play cards if they name that zone.

It only affects an Eagle ally in play, since cards in a discard pile are out of play. The Eagle goes back to your hand with no damage on it.
