When is a location discarded: as soon as it has enough progress, or only after I travel there?
The rulebook says a location with as many progress tokens as quest points is explored and discarded.

As soon as its progress equals its quest points, wherever it is. That covers the active location and a location still in the staging area that a card put progress on, and also a location whose quest points are lowered below its progress. It is explored and discarded immediately, not at the end of the phase.
