Can I attach cards to another player's hero, or to a hero of a different sphere?
The rulebook explicitly lets you give an attachment's control to another player by attaching it to their character.

Yes to both. Attachments can go on any character regardless of owner or sphere, as long as you pay with resources from a matching sphere. You hand control of the attachment to the owner of the character it lands on. Allies and attachments can only be played from hand during the planning phase unless a card says otherwise.
