When I sponsor an event with a Treasury card, do I pay Influence or can others follow?

No Influence and no following. Sponsoring an event is not visiting a Noble, so you pay only the Treasury value in réis (plus any normal costs of the action), and you get only what the card shows. Even if the card says to take a Noble action, nobody can follow it.
