How often can I discard a Rubble Set marker for an extra Decree?

Once per turn, no matter how many Decree actions you take. It works whenever you take a Decree: from a Marquis visit or follow, a Treasury event, a card or board reward. A Treasury card with two decree actions therefore gives at most three Decrees.
