Must I be able to take a Noble card's reward to play it into my Portfolio?
Yes — if you cannot take the reward you cannot tuck the card. The exception is a penalty, which you may skip if you cannot pay it. Event cards on the Royal Court may be taken in part, for example placing three of four officials.
