Can I build a second-period ship with a reward from a card I discard at End of Period?
The designer answered this directly in 2018 and noted the printed step order would change; older printings differ.

No — second-period ships and cards enter play only after the end-of-period steps, so during them you can build only ships already out, if any remain. The designer said in 2018 he would reorder the steps in a later printing, so older rulebooks list them in a different order.
