Can shields or penalty-ignoring cards stop a Master's failure penalty?
Yes — a Master's penalty is a failure penalty, so shields and ignore effects apply to it, though the failure still counts for other triggers. Khor's shield only reduces damage; it cannot prevent other effects of the penalty.
