What can I do with workers from a bid I lost?
Bidding rule 5 describes moving outbid workers and supplementing them.

Move them as one group to a new bid, put them on a tile to use it (including the tile they were outbid on), or use them as payment in an exchange. You can top the group up with other losing workers or workers from behind your screen. Anything unused returns behind your screen at season end, but you can never move them back behind it during the season.
