Must the goods paying for an upgrade be on the tile being upgraded, and can I move them there first?
The rulebook says required resources must be on the tile when upgraded.

Yes, they must be on that tile at the moment of the upgrade, and you may move them there with transport in the same action, since transport comes first. Goods already sitting there from earlier turns also count. Skill tokens come from behind your screen and need no transport.
