Can I place workers on a summer boat tile?
The Summer boats section forbids workers and upgrades.

No. Summer boats have no activation effect and workers cannot be placed on them. They are village tiles won at auction, never flipped or upgraded, and they count as boats for scoring tiles that mention boats.
