Can I use a tile with seven or more outbid workers moved as one group?
The Production section sets the six-worker maximum, and players agree it blocks oversized groups.

No. A tile holds at most six workers per season and a group cannot be split, so a bigger group cannot be used to activate a tile. Allowing it would be a house rule. The group can still go to a new bid or stay put.
