Can I place a worker on a tile just to block it, when the action gives me nothing?
The designer ruled on this repeatedly, and an empty-handed activation was not intended.

No. Placing workers must produce a real effect, and you must be able to pay any cost. Scoring-only tiles (Forge, Goldsmith, Sawmill, Sculptor, Well, Barn, Blacksmith, Stone yard, Timber yard), boats, exhausted supplies and exchanges you cannot pay are all off limits. Moving a resource off a tile and back again does count as an effect.
