Does Boat 4b let me mix colours when bidding?
The Boat 4b text limits the exception to production.

No. Boat 4b lets its owner ignore the colour rule when using a tile that has already been bid on or used, including mixed colours. It does not apply to bidding, and an untouched tile still needs one colour. Off-colour workers lie flat and count toward the six-worker limit.
