Does Boat 3a let any resource substitute for any other at game end?
The Boat 3a and 3b texts separate upgrades from scoring.

No. Boat 3a only applies when upgrading. Substitution for scoring comes from Boat 3b. For upgrades it works one-for-one, so each good can become whichever type you need.
