When exactly does the alliance win by taking a district of Seth's city, and can Seth retake it?

The alliance must already have built a sacred temple and done the Great Ceremony, and it wins if it controls a Seth district at the start of its next action phase. A district taken just before the Night phase can still be retaken by Seth during his remaining actions and the night.
