Can starting units be placed in a district with no pyramid?
The rulebook and the designer both say the units go in districts with a pyramid.

Under the rulebook text, no: the 10 starting units go in districts with a pyramid, with a limit of 5 per space. A level 0 pyramid is not on the board, so that district does not count as having one. One forum reply allowed any district, but the designer's wording and the rulebook say pyramid districts.
