Is there a Sanctuary of All Gods on the 2 and 4 player side of the board?
The designer explained the layout; the rulebook describes the Sanctuary only for the other side.

No. The Sanctuary only appears on the 3 and 5 player side. Each game has one more place of interest than players, and the designer said the large 5-Prayer-Point temple stays on the 2 and 4 player side for pacing. The Delta Temple is on that side too.
