Why do I have 12 units when only 10 start in my city, and can I ever have more than 12?
The designer confirmed the reserve; the rulebook lists 12 units per player.

Only 10 units start in your city; the other two wait off the board in your reserve until you recruit them. Twelve is the most you can ever have, so recruiting stops once your reserve is empty.
