Do I still control my own pyramid when my district is empty, and how do I control an opponent's?

You keep control of your own pyramid unless an enemy troop stands in its district, so an empty home district is still yours. To control an opponent's pyramid you need a unit of yours in that district; if all your units die there, control reverts and the owner can recruit back in.
