What happens when Initiative targets a troop of two or fewer units?
The publisher said the battle does not take place; later forum posts quote the same FAQ.

The two units die before the battle, so with none left there is no battle and no victory point is awarded. The attacker may keep moving if movement remains. Leaving one or two units is the usual counter, and Initiative cannot be skipped.
