Under the original rules, when does a creature in reserve come back, and can I wait?
Official answers from the designer and publisher; a few forum posts say it is mandatory.

A creature in reserve returns when you take a Recruit action, into a home district; Reinforcements, Enlistment and similar effects never bring it back. A publisher reply says you may wait and skip it at a given recruit, while a designer says it cannot replace a creature already on the board.
