Under v1.5, must I use a Recruit action to place a creature?
The designer confirmed the v1.5 change, superseding the older Recruit-only rule.

No. Under v1.5 a creature on its tile in your supply can be placed on one of your city districts that holds a troop without a creature. Before v1.5 (and in the repo rulebook), a creature returned to the board only with a Recruit action; an earlier 2016 answer that power cards never add a creature to the board predates this.
