Is the board unfair because some temples are hard to reach, or is the layout a misprint?

No. The layout is intentional: cities on the same side of the Nile are meant to be equally far from places of equal value, and the two central temples are three spaces from every city. Players also note there are empty spaces around the Delta temple and the Sanctuary of All Gods, mainly useful for retreating.
