Does Initiative trigger when I recruit into an enemy-held district?
Recruiting into an enemy-held district starts a battle with you attacking, so Charge applies. Whether Initiative also applies is disputed: one poster says yes, another says no because it was a Recruit action rather than movement. Recruitment Scribe does not trigger from a DI card.
