Do I commit to both actions when I place a silver or gold token, and in what order do they resolve?
The designer ruled on this in 2019, overturning a looser 2018 reply.

You place both tokens together and, per the designer in 2019, you must declare what the golden token will do when you place it. The two actions then resolve one after the other in the order you choose. An earlier 2018 reply said no announcement was needed; the later one is the one to follow.
