Does Recruiting Scribe work if I spend 0 Prayer Points on Recruit, and how many units do I get?
Yes. You still use the Recruit action and the Scribe bonus applies at 0 PP. The older text gave 2 extra units; the 2024 player aid says up to 3 free units, and you may take fewer.
