Can a troop pass through a friendly troop or exceed five units while moving?

No (unless you own the Legion tile). The designer and publisher ruled that the five-unit limit and the one-creature limit apply to every space the troop passes or stops in, because friendly units on a space form one troop. A forum post reports that rules v1.5 relaxed this; check the version you play.
