What is the difference between the silver and gold action tokens, and where do they go?
The designer described both tokens directly, and the rulebook confirms the golden space.

A silver token (Act of God) goes on a regular empty space of your pyramid and gives one extra action. A gold token (Divine Will) goes on the golden space at the top of the pyramid and gives an extra Move or Recruit action. Both are placed together with a regular token, and the gold one does not take up a regular space.
