Can I place a token and then do nothing with it, such as moving zero spaces or recruiting zero units?
Several players agree and it fits the rulebook note that moving is not mandatory.

Yes. You may move zero spaces, recruit nothing or buy nothing. The token is still placed and used up, and you cannot simply skip your turn.
