Can I use an upgraded design to claim a car in R&D?
The designer ruled on this directly in a BGG post.

No — claiming a car costs a non-upgraded design from your desk (of the car's colour), which is returned to the design stacks. Upgraded designs sit beside your board and cannot be spent.
