No. Each player may order their garage tiles however they like, though the padlocked tile on the far right is fixed. A poster quotes Vital Lacerda as saying that if you want no luck in placement, all players should use the same order, placed before seeing the meeting cards. Some players prefer identical orders to match the first edition.
