Where do the loot/control tokens go during setup?

Place them as part of scenario setup, matched to their region by colour or by the Governor card. A region that is not Company-controlled gets its token in the region with the pound side face up; a region the Company already controls has its token placed face down in its home presidency. The rulebook's setup step only says to place each token face up, so the controlled-region detail comes from the designer and errata.
